Zu den für das gesamte Institut konstitutiven Fragen gehört der Zusammenhang zwischen Innovation und Schutzrechtssystemen. Ausschlussrechte wie Patente gehören zu den ältesten Einrichtungen zur Unterstützung von Innovation und haben wiederholt kontroverse Einschätzungen ausgelöst. Die Forschung muss die oft komplexe rechtliche und ökonomische Mikrostrukturdieser Systeme berücksichtigen. Untersucht werden vor allem Patent- und Urheberrechtssysteme, aber auch die Auswirkung von Datenexklusivität auf Innovationsanreize.
Innovationsprozesse bauen häufig auf wissenschaftlichen Forschungsergebnissen auf. Die “Economics of Science” sind in der Innovationsforschung inzwischen zu einem wichtigen Teilgebiet gereift. Aufgrund der hohen gesellschaftlichen und wirtschaftlichen Bedeutung dieser Themen spielen sie in den Forschungsarbeiten der Abteilung eine besonders wichtige Rolle.
Die Politik versucht, durch Maßnahmen der Wissenschafts-, Forschungs- und Innovationpolitik die technologische Leistungsfähigkeit zu stärken, um letztlich Vorteile für die Bürger zu schaffen. Dieser Politikbereich hat in den letzten Jahrzehnten global erheblich an Bedeutung gewonnen. Die in der Abteilung verfolgten Forschungsprojekte untersuchen u.a. die Wirksamkeit spezifischer Politikmaßnahmen und -instrumente.
Durch Öffnung von Innovationsprozessen für neue Akteure und neue Formen der Arbeitsteilung (Open Innovation) sind in den letzten Jahren neue Ansätze für Innovationspolitik und -management aufgekommen. Erleichterungen für den Zugriff auf Forschungsergebnisse (Open Access) haben die Rahmenbedingungen für Forschung und Innovation ebenfalls maßgeblich beeinflusst. Diese Entwicklungen haben durch die Digitalisierung eine weitere Beschleunigung erfahren.
Der wachsenden Bedeutung der Digitalisierung tragen Projekte Rechnung, in denen neue Metriken entwickelt werden. Dabei kommen Webscraping-Ansätze ebenso wie Machine Learning-Verfahren zum Einsatz, mit denen die Ähnlichkeit zwischen als standardessentiell deklarierten Patenten und den Beschreibungen technischer Standards ermittelt wird.
